Rear Admiral Ray Smith is a retired United States Navy officer who served as the Director of the Navy's Office of Legislative Affairs from 2015 to 2017. During his naval career, Smith held various leadership positions, including Commanding Officer of USS Hopper, Commander of Destroyer Squadron 31, and Director of the Chief of Naval Operations Strategic Studies Group.
Smith also served as the Director of the Department of Defense's Joint Advanced Warfighting Program. In addition to his military service, Smith holds a Master of Science in National Security Strategy from the National War College and a Bachelor of Science in Ocean Engineering from the United States Naval Academy.
