Dr. David Halpern is a senior fellow at the Institute for Government who is now on full-time secondment to both No. 10 and the Cabinet Office to lead the Behavioural Insight Team and provide support on the Big Society and wellness agendas. David formerly served as the Prime Minister's Strategy Unit's Chief Analyst (2001-2007).
He oversaw numerous reviews, including the UK Government's Strategic Audits and recent Policy Reviews; he established the Social Exclusion Task Force and drafted its Action Plan; and he authored many of the Strategy Unit's most influential papers, including those on Life Satisfaction and Personal Responsibility and Behaviour Change.
