He was born in Cleveland, Ohio and his early interest in international relations and history led him to higher education at Tulane University where he completed his undergraduate degree and then PhD in Middle East and U.S. diplomatic history at the University of Michigan in 1977. In 1978 Miller embarked on a transformative career at the U.S. Department of State, where he became one of the most influential voices in Middle Eastern diplomacy over a span of 24 years. During his tenure, he served under six U.S. Secretaries of State, advising on critical negotiations between Israel, Jordan, Syria and the Palestinian territories. In addition to government service, Miller has been an important figure in the public discourse on diplomacy and conflict resolution. He served as president of Seeds of Peace, an organization that fosters dialogue among young leaders from areas of conflict, teaching them negotiation skills to promote long term reconciliation in their societies. His work in this capacity, further cemented his legacy as a peace advocate and a diplomat.
