When he gained leadership of the third biggest Royal Canadian Mounted Police (RCMP) detachment in Canada, in Richmond, British Columbia, the organization functioned similarly to other bureaucracies"heavy command-and-control administration and tight adherence to the status quo.
Clapham, like past leaders, did not believe in boxing himself in. He and his teams took calculated risks, made blunders, and blazed new trails where others were afraid to go. Though challenging at times, Clapham's unwavering vision produced new paradigms of leadership within the conventional context of policing, not to mention a huge reduction in crime and community concerns.
