Operation Underground Railroad's founder and CEO is Timothy Ballard (O.U.R.). In addition, he commands the O.U.R. Jump Team for rescue missions. Ballard started his career working on terrorism and Latin American-related matters for the Central Intelligence Agency.

He spent more than ten years serving as a Special Agent for the Department of Homeland Security, where he was assigned to the Task Force on Internet Crimes Against Children and sent undercover for the U.S. Child Sex Tourism Jump Team. He has worked on every kind of case there is in the effort to break up child trafficking organizations.
