Dr. Stuart Altman is an acknowledged economist whose research focuses on federal and state health policy. Dr. Altman presided over the Prospective Payment Assessment Commission (ProPac), which was established by congressional legislation, for 12 years. In addition to other system modifications, ProPac was tasked with advising the US Congress and administration on how the Medicare Diagnostic Related Group (DRG) hospital payment system operated.
