Raquel Bono is a retired U.S. Navy vice admiral, trauma surgeon, and healthcare executive. The first woman in the Navy Medical Corps to achieve three-star rank, she served as Director of the Defense Health Agency (2015–2019), overseeing a $50+ billion global enterprise providing care to 9.5 million beneficiaries across 50 hospitals and 300 clinics. A Filipino-American born in the Philippines, Bono earned her B.A. from the University of Texas at Austin and M.D. from Texas Tech University Health Sciences Center. She completed her surgical residency at Naval Medical Center Portsmouth and a trauma/critical care fellowship in Virginia. She deployed during Operations Desert Shield/Storm as head of casualty receiving for Fleet Hospital Five in Saudi Arabia. Her commands included Naval Hospital Jacksonville and roles in the Pacific Command and Navy Surgeon General’s office. Post-retirement, she led Washington State’s COVID-19 health system response (2020) and served as Chief Health Officer for Viking Cruises. She holds an MBA from Washington State University and is a Senior Fellow at Johns Hopkins Applied Physics Laboratory. Bono is a Diplomate of the American Board of Surgery and Fellow of the American College of Surgeons.
