Patrick McHenry Biography

Patrick McHenry served as U.S. Representative for North Carolina's 10th Congressional District from 2005 until 2025 while holding the position of House Financial Services Committee Chairman from 2023 until 2025. Through his progressive financial policy approach and bipartisan leadership McHenry directed legislative initiatives about fintech and cryptocurrency and capital formation and investor protection and artificial intelligence which transformed modern finance and innovation.

He became the first Speaker pro tempore in October 2023 when he managed the historic period following Kevin McCarthy's removal from office. He maintained institutional integrity of the House while handling leadership dynamics during this period.

McHenry created the RAISE Act and developed equity-based crowdfunding rules that became part of the JOBS Act. His advocacy for small business owners and under-resourced entrepreneurs continues because of his rural North Carolina background which earned him the Crowdfunding Visionary Award in 2013.
