Captain Peter Allen Garvin a naval aviator is a military fellow U.S. Navy at the Council on Foreign Relations (CFR) in New York.

He most recently commanded Patrol and Reconnaissance Wing TEN from March 2011 through August 2012.He graduated with merit from the United States Naval Academy earning a bachelor of science in aerospace engineering (astronautics track) in May of 1989.
