William G. Shipman is an American supporter of Social Security reform. Shipman co-wrote Promises to Keep: Saving Social Security's Dream and has testified before the House Ways and Means Subcommittee on Social Security. He also participated in the White House Conference on Social Security as a delegate. Journal of Investing and Financial Analysts Journal both published his study.

Recently, he received an invitation from the Russian Federation's government to join the Institute for Social Insurance Development's Supervisory Council.
