Previously, he oversaw U.S. participation in the Third International Mathematics and Science Study, which was sponsored by the International Association for the Evaluation of Educational Achievement, as a national research coordinator and executive director of the U.S. National Center for Education Statistics. His current work focuses on academic content in K–12 education, assessment theory, the impact of curricula on academic success, and educational policy pertaining to mathematics, science, and testing in general.
