In 1933, Brueggemann was born in Tilden, Nebraska. He regularly cites his father's influence as a German Evangelical clergyman. Brueggemann attended Elmhurst College and earned an A.B. in 1955.

In 1958, he graduated from Eden Theological Seminary with a B.D. (equivalent to today's M.Div.). He completed his formal religious education at Union Theological Seminary in 1961, earning a Th.D. under the supervision of James Muilenburg. He received a Ph.D. in training at St. Louis University while teaching at Eden.
