Vincent Cochetel Biography

Vincent Cochetel is the Regional Representative for the United States and the Caribbean for the United Nations High Commissioner for Refugees (UNHCR) in Washington, DC. Cochetel joined UNHCR in 1986, first working as a legal/assurance officer in several duty stations mostly in Eastern and Western Europe. He was in charge of UNHCR field offices in Central Europe, Eastern Europe, and the Middle East at the time. Cochetel became involved in a number of crises missions in Asia, West Africa, and Europe (North Caucasus). In September 2002, he was appointed chief of the Inspector General's Office's Investigation Unit at UNHCR Headquarters in Geneva. In May 2005, he was appointed Deputy Director of UNHCR's Division of International Protection Services, and in May 2006, he was appointed Director of the Resettlement Service. Before joining UNHCR, Cochetel worked as a legal counsel for the European Commission of the European Communities and then for the European Court of Human Rights. Cochetel has written articles on a variety of displaced person topics and contributed to the creation of a few UNHCR reference books on staff security, crisis management, and robust plans. Cochetel progressed from the Tours (France) Law Faculty to the universities of Paris II and Paris XI.
