Victoria Nuland Biography

Prior to Kurt Volker's appointment as the U.S. Changeless Representative to NATO on July 2, 2008, Victoria Nuland served as the country's representative to the North Atlantic Treaty Organization. She worked on the full range of international issues as Vice President Cheney's principal deputy national security advisor from July 2003 to May 2005, remembering the advancement of the vote-based system and security for Iraq, Afghanistan, Lebanon, and the wider Middle East. She is a professional Senior Foreign Service official. From July 2000 until July 2003, Nuland served as the Deputy Permanent Representative to NATO. After September 11, 2001, she played a key role in NATO's invocation of Article 5 of its treaty, which states that an attack on one partner is an attack on all partners. She also made a significant contribution to the NATO-Russia Council's establishment, the expansion of the Alliance to include seven new members, the security of Turkey during Operation Iraqi Freedom, and NATO's first agreement outside of the area in Afghanistan. From 1997 to 1999, Nuland served as the deputy director for former Soviet Union problems at the US Department of State, where she had a key role in determining how the US would handle the Russian Federation and the countries of the Caucasus. For her cooperation with the Russians during the Kosovo air campaign, she was given the Secretary of Defense's Distinguished Civilian Service Award in that time frame.
