Garber began performing when she was nine years old and enrolled at Toronto's Hart House at the age of 15. Together with Peter Mann, he founded the social band The Sugar Shoppe in 1967. He played Liberace in the made-for-TV movie Liberace: Behind the Music in the late 1980s. He appeared in the first Broadway productions of Deathtrap Sweeney Todd and Noises Off, the first Assassins play off-Broadway, and the Damn Yankees revival in the 1990s. He continues to be a sought-after flamboyant performer in musical comedies and theatrical productions. His most recent performance was as the male lead in Donna Murphy and Encores' generally acclaimed debut of Follies.
