Vicki Arroyo Biography

Vicki Arroyo is the Executive Director of the Georgetown Climate Center and the Assistant Dean of Centers and Institutes at Georgetown Law, where she also serves as the Director of the Environmental Law Program. She directs the Center's work at the intersection of climate and energy policy, coordinating staff and student work on state and federal climate mitigation and adaptation. She teaches both law and public policy students “experiential” environmental law courses. She was previously Vice President for Domestic Policy and General Counsel at the Pew Center on Global Climate Change. She oversaw the Pew Center's policy analysis, science, adaptation, economics, and domestic policy initiatives for over a decade. She also managed the publishing of several studies and policy briefs as Managing Editor of the Center's book. She has taught environmental policy and climate change courses at Catholic University, George Mason University's graduate public policy program, and Tulane Law School, in addition to Georgetown Law. She previously worked as an environmental lawyer for Kilpatrick Stockton and other private firms, as well as at the US Environmental Protection Agency (EPA) in two offices: the Office of Air and Radiation and the Office of Research and Development, where she oversaw the development of Clean Air Act standards. She developed and led the Louisiana Department of Environmental Quality's policy office from 1988 to 1991, as well as serving as Governor Buddy Roemer's environmental advisor for a short time. She has recently served on California's Economic and Allocation Advisory Committee, which advises the California Air Resources Board on cap-and-trade design; an external advisory committee for the National Center for Atmospheric Research (NCAR); and a National Academy of Sciences Transportation Research Board Committee on reducing greenhouse gas emissions from the transportation sector. She is a member of the National Transportation Research Board for a three-year term (appointed by the National Academy of Sciences). She is also a member of the University Corporation for Atmospheric Research's Board of Trustees and serves on a National Science Foundation advisory group for three years (a consortium of 77-PhD granting research universities that oversee NCAR). She is also a member of the Climate Policy journal and the Georgetown International Environmental Law Review's editorial boards. She earned a B.S. in biology with honors from Emory University (double major in philosophy); a Master of Public Administration from Harvard University (top honors in the program); and a J.D., Magna Cum Laude, from Georgetown Law School, where she served as Editor-in-Chief of The Georgetown International Environmental Law Review.
