Under Rand's leadership, VCi grew to over hundred employees in 3 countries, with yearly revenue of approximately $20 million US. The VCi Group of Companies was advantageous for all 12 years he was in charge of it before being sold in 2005.

Rand earned a BASc in Electrical Engineering from the University of Waterloo, a Master's in science in Philosophy of Science from the University of London/London School of Economics, and a master's degree and Doctorate in Philosophy from the University of Toronto.

Rand received an Action Canada Fellowship in 2008 and served as project leader for the impactful Green Bonds public policy group.
