Despite being nominated by Texas governors for five significant positions, including chief justice pro tempore of the Texas Supreme Court, chairman of the Texas National Research Laboratory Commission, and delegate to the Education Commission of the States, Luce is perhaps best known for his work as the chief of staff of the Texas Select Committee of Public Education in 1984, which resulted in one of the first significant efforts to reform public schools.

Luce served as chairman of the board for NCEA and Just for the Kids from its establishment until 2005. NCEA is the sponsor of the Just for the Kids School Improvement Model and was co-founded by Luce. Additionally, he started Communities Just for Kids.
