Senior scholar Thomas Ehrlich co-directs the Political Engagement Project. Additionally, he was the first director of the International Development Cooperation Agency and the first president of the Legal Services Corporation in Washington, DC, both of which reported to President Carter. He was a Distinguished University Scholar at California State University prior to joining the Carnegie Foundation.

Twelve books, including Higher Education and Civic Responsibility, are written by, co-written by, or edited by him (2000). In addition to serving as a trustee at Bennett College and the University of Pennsylvania, he currently serves as one for Mills College. He holds five honorary degrees and is a Harvard College and Harvard Law School graduate.
