R.E. Turner made a substantial financial investment to establish these organizations in 1998 in order to assist and boost the UN's operations. Wirth began his political career as a White House Fellow under President Lyndon Johnson and served as the Nixon Administration's deputy assistant secretary for education. From 1975 until 1987, Wirth represented Colorado's 2nd Congressional District in the U.S.
House of Representatives after moving back home. He focused his work in the House on budgetary issues and communications technologies. When Wirth was elected to the U.S. Senate in 1986, he concentrated on environmental concerns, particularly population stability and global climate change. Wirth made the decision not to seek reelection.
