Timothy Shanahan is a professor of urban education and the director of the UIC Center for Literacy at the University of Illinois at Chicago. Tim Shanahan has written or edited more than 150 books, including Developing Literacy in Second-Language Learners and served as the director of reading for the Chicago Public Schools, which served 437000 students.

Immediately preceding the President of the International Reading Association is Professor Shanahan. Tim Shanahan was chosen by President George W. Bush to join the National Institute for Literacy's Advisory Board in 2006.

Shanahan is a member of the National Center for Family Literacy's and Reach Out and Read's advisory boards. She has also participated in the National Reading Panel, which was established by the National Institute of Child Health and Human Development at the request of Congress to assess the body of knowledge on effective reading instruction.

Tim Shanahan has served as the chair of two other government research review panels, one on preschool and family literacy and the other on the literacy development of linguistic minority children. Among his works are Elements of Literacy: Fluency (Harcourt) is a Grades 1-3 teaching program. Treasures is a Grades K–6 core reading curriculum.
