For more than twenty years, Ms. Flores has had a social worker license. She graduated from Ball State University with a Bachelor of Social Work and the University of Dayton with a Master's in Counseling Education. In 2009, Ms. Flores was named to the Ohio Attorney General's Human Trafficking Commission.

She has testified in favor of legislation against human trafficking before the Ohio House and Senate. Her efforts had a significant role in the achievement of these proposals becoming laws. Additionally, the "Theresa Flores Law" that nullifies the statute of limitations for minors who have been trafficked was approved in Michigan.
