Stephen Harper is a Canadian economist, politician, and author who served as Canada's 22nd Prime Minister from 2006 to 2015. He founded the modern Conservative Party of Canada in 2003 by merging the Canadian Alliance and Progressive Conservatives, leading it to three election victories (2006, 2008, 2011).

Harper earned economics degrees from the University of Calgary and worked in the petroleum industry before entering politics. A Reform Party founder, he was MP for Calgary Southwest (1993–97, 2002–15). His government managed the 2008 financial crisis, cut taxes, and advanced trade deals like CETA.
