Bachus was born in Birmingham on December 28, 1947, and presently resides in Vestavia Hills, a Birmingham suburb. He received his undergraduate degree from Auburn University in 1972 and his Juris Doctorate from the University of Alabama.
In 1983, he was elected to the Alabama State Senate, where he served one term before going to the Alabama State House of Representatives, where he served two terms. He was the 6th District's representative on the state board of education from 1987 to 1991.
