Sherri Goodman is an American security executive, lawyer, and author renowned for her pioneering work in climate and national security. A Senior Fellow at the Woodrow Wilson International Center's Polar Institute and the Environmental Change and Security Program, she also serves as Secretary-General of the International Military Council on Climate and Security. Goodman coined the term "threat multiplier" to describe how climate change exacerbates global security risks, reshaping policy discourse. She authored “Threat Multiplier: Climate, Military Leadership, and the Fight for Global Security” (2024).
As the first Deputy Undersecretary of Defense (Environmental Security) from 1993 to 2001, she managed a $5 billion budget, leading environmental and energy programs. Previously, she worked on the Senate Armed Services Committee and at CNA, where she founded its Military Advisory Board. A Harvard Law and Kennedy School graduate, she has received the DoD Distinguished Service Medal twice and the EPA's Climate Change Award.
