At the University of Washington School of Law, Professor Collins is the Harold S. Shefelman Scholar. He focuses on constitutional law and the First Amendment. He was a scholar at the First Amendment Center in Washington, D.C. before coming to UW in 2010.
He graduated from the University of California at Santa Barbara with a bachelor's degree and a law degree from Loyola Law School in Los Angeles (law review) (political philosophy). On the Oregon Supreme Court, he clerked for Justice Hans A. Linde and was a Supreme Court Fellow under Chief Justice Warren Burger.
