Before turning professional, he began his career as an amateur boxer while serving in the Marine Corps, amassing a record of 12 victories and 3 defeats. As a professional fighter, he has 16 victories and four losses. Steele began refereeing fights in the 1970s and has since officiated in 167 world title bouts all around the world.

When Aaron Pryor knocked out Alexis Arguello in 10 rounds in their rematch in 1983, he referred to his first important bout. Steele also officiated fights between Marvin Hagler and Thomas Hearns, Julio Cesar Chavez vs. Meldrick Taylor I, and Sugar Ray Leonard's comeback victory over Hagler in 1987 after a three-year layoff.
