Raymond Kelly is a former NYPD commissioner who served two separate tenures, making him the longest-serving commissioner in the department's history. During his office, Kelly focused on counterterrorism efforts, implementing several innovative strategies and initiatives to enhance the NYPD's capabilities. He also oversaw a significant decrease in crime rates in New York City.
Before serving as commissioner, Kelly had a long and distinguished career in law enforcement, including serving as the United States Customs Service commissioner and the undersecretary for enforcement at the U.S. Treasury Department. He also served in the Marine Corps and the New York State Police.
