Noam Lemelshtrich Latar is the Founding Dean of the Sammy Ofer School of Communications at IDC Herzliya (the first private academic institution in Israel).
He served from 2009 to 2012 as the Chairperson of the Israeli Communications Association (which groups all media researchers in the Israeli Universities and Colleges) and as member of the governing body of the Israeli Press Council as of 2011. Lemelshtrich Latar received a Ph.D. in communications from MIT in 1974 and M.Sc. in engineering systems at Stanford in 1971.
