Michael Leachman is the Center on Budget and Policy Priorities' Vice President for State Fiscal Policy. He oversees assessments of state policy trends, how federal policy decisions influence states, and state policy choices that promote fairness and boost opportunity at the Center.
Leachman spent nine years as a policy analyst at the Oregon Center for Public Policy (OCPP), a member of the State Priorities Partnership, before joining the Center in 2009. He conducted studies on corporate income taxes, reserve funds, and expenditure limitations while at OCPP.
