Marcos Baudean holds a master’s degree in public policy from Universidad ORT Uruguay and a BA in Sociology from Universidad de la República, Uruguay. Mr Baudean is a senior lecturer of research methodology at Universidad ORT Uruguay and an independent consultant in public policy. As a consultant, he has specialized in evaluation research, managing both qualitative and quantitative research techniques.
He has conducted evaluative research in several areas of public policy like drug policy, security, prisons, education, health and housing. He has worked in the evaluation of cannabis regulation in Uruguay since 2014 as a member of an independent research collective called Monitor Cannabis Uruguay.
