Marcelo Mena is an activist and policymaker who began his career as a scientist and professor. He is the head of the Pontificia Universidad Católica de Valparaiso's (PUCV) Climate Action Center and the Chile Office of the Global Center on Adaptation. He was formerly the World Bank's practice manager for climate research and, from 2014 to 2018, Chile's Vice Minister and Minister of the Environment under President Bachelet. He was the driving force behind a number of environmental measures, including new automobile sales taxes and electricity generation based on local and global air pollution — the first of its type in the world. He was instrumental in crafting a historic agreement that included the phase-out of coal power generation, the creation of 45 thousand square kilometers of national parks, the protection of 1.3 million square kilometers of ocean, and the implementation of the Americas' first national plastic bag ban. Mena contributed to the Action Plan on Climate Change Adaptation and Resilience and helped design the new phase of the NDC Support Facility at the World Bank. The Coalition of Finance Ministers for Climate Action includes 53 ministers who manage $2.9 trillion in annual national budgets or 10% of global GDP. Mena has a Ph.D. in environmental engineering and has worked on calculating the externalities of biofuels, electricity production, transportation, and home heating. He utilized his study to argue for renewable energy and more rigorous rules in Chile to end the use of filthy coal power.
