Lynda Garcia Biography

Lynda Garcia works with the Leadership Conference on Civil and Human Rights and the Leadership Conference Education Fund as the policing campaign director. She is in charge of the New Era of Public Safety program, which aims to improve fair, safe, and effective police via collaboration. The Education Fund released a thorough study in March 2019 to help communities and police departments rebuild trust, restore confidence, and create a new public safety paradigm. The study, New Era of Public Safety: A Guide to Fair, Safe, and Effective Community Policing, offers policy suggestions for improving accountability, building trust, and improving public and officer safety to communities, police departments, and politicians. The suggestions may be applied to any department, in every community across the country. The objectives are to promote policing methods that respect and preserve human life while also ensuring everyone's safety. Garcia worked as a trial attorney in the Civil Rights Division of the Department of Justice's Special Litigation Section, where she conducted pattern-or-practice investigations of law enforcement agencies and implemented consent decrees to guarantee constitutional, bias-free policing. Garcia formerly worked in the ACLU's national office and the ACLU of New Jersey, both of which challenged discriminatory police tactics in communities of color. Garcia has collaborated with communities and police authorities around the country in her capacity as a civil rights attorney and policing specialist. She has testified before Congress and given legislative briefings on best practices in police in order to usher in a new age of public safety and improve 21st-century policing. Garcia is coauthor of The War on Marijuana in Black and White, a national study that documents racial inequalities in marijuana arrests, in addition to the New Era of Public Safety. Garcia graduated from Hunter College with a summa cum laude and Fordham Law School with a cum laude. She worked as a legal clerk for Judge John Gleeson in the Eastern District of New York after graduating from law school.
