Lucinda A. Low Biography

Lucinda A. Low is a partner at Steptoe's Washington office, where she serves on the firm's Executive Committee and is a member of the International Department. She also oversees the firm's FCPA practice. Her practice concentrates on anti-corruption legislation in the United States and abroad, and she advises clients on everything from preventative work to representation in internal investigations and enforcement actions all around the world. She is a well-known expert on the Foreign Corrupt Practices Act (FCPA) of the United States and associated international treaties from the OECD, OAS, UN, and European Union. Ms. Low's FCPA practice includes establishing workable compliance policies and procedures, training for company management and employee personnel, benchmarking and auditing programs for best practices and effectiveness, due diligence in mergers and acquisitions, third-party relationships, and other transactions, developing risk-mitigation strategies, and conducting internal investigations for multinational companies. In addition to export restrictions, economic sanctions, and anti-money laundering legislation, Ms. Low's business offers legal guidance and assistance in additional international regulatory compliance areas. Ms. Low has also represented businesses in World Bank investigations, audits, and penalties processes regarding anti-corruption regulations in World Bank-funded projects. She has also served as counsel, arbitrator, and expert witness in investment disputes involving international investors and host governments, as well as commercial arbitration. Ms. Low also contributes to the construction and oversight of the International Law Guides, a web-based compliance tool that provides extensive information on local anti-corruption legislation throughout the world to business subscribers and their workers. Ms. Low serves on the Transparency International - USA Board of Directors and the Secretary of State's Advisory Committee on International Law. She is a former Chair of the American Bar Association's Section of International Law, as well as a former Vice President and member of the American Society of International Law's Executive Committee. The Inter-American Bar Foundation honored her with the William Ray Vallance Award in 2003, which is given to an individual who has made a major contribution to advancing the law and jurisprudence of the Western Hemisphere. Ms. Low was the Editor-in-Chief of the UCLA Law Review after graduating from the University of California at Los Angeles School of Law. In 1993, she was an Adjunct Professor at American University's Washington College of Law, and in 1987 and 1989, she was an Adjunct Professor at the University of Colorado School of Law.
