He was the National Director of NORML from its inception until 1979 when eleven states decriminalized marijuana. He returned to the board in 1994 and served as executive director until 2005. In addition to his work for marijuana smokers, Stroup has worked as an advocate for artists, family farmers, and criminal defense lawyers.
