Before joining Heritage in 2009, Bradley worked for the US Department of Health and Human Services for two years, where he managed or controlled the nation's biggest cash assistance program. She was the deputy director of the Office of Family Assistance after serving as assistant director of the Temporary Assistance to Needy Families (TANF) Bureau.
