Shattuck's vocation traverses almost three decades in taxpayer supported organization and the charitable part. In 1993, he was selected by President Clinton and affirmed by the US Senate as Assistant Secretary of State for Democracy Human Rights and Labor.
While serving in this position Shattuck attempted to end the war in Bosnia and arrange the Dayton Peace Agreement build up the International Criminal Tribunals for the previous Yugoslavia and Rwanda reestablish an equitably chosen government for Haiti direct US help to new and rising majority rule governments and raise the profile of human rights in US international strategy after the finish of the Cold War.
