John R. Allen is special presidential envoy for the Global Coalition to Counter ISIL. A retired US Marine Corps general, Allen commanded the NATO International Security Assistance force and US forces in Afghanistan from 2011 to 2013. Following his retirement in 2013, he worked as an advisor to both Secretary of State John Kerry and Defense Secretary Chuck Hagel.
He is co-director at the Center on 21st Century Security and Intelligence at the Brookings Institute and a distinguished fellow in its foreign policy program. Allen also served as the principal director of Asia/Pacific policy in the Office of the Secretary of Defense.
