Joe and his brother Brian grew up in Hell's Kitchen, New York City, playing roller hockey in the streets and were both able to make it into the NHL, with Joe being far more successful. Mullen's big break came when his brother Brian landed a position with the New York Rangers as a stick boy.
Emile Francis, the head coach of the New York Rangers, saw the Mullen boys and decided to sponsor them in his newly founded Metro Junior Hockey Association.
