Davis was born in the Connecticut town of Milford. He earned a bachelor's degree in cinema from Vassar College and a master's degree in the screenplay from the University of Southern California. Davis struggled to sell his own writing while working as a screenplay reader, editing assistant, writer for computer software instructions, and computer support expert in Los Angeles.
Davis sold a script to CBS Television in 2003 that went on to become the blockbuster show Criminal Minds. During the first season of the show, he was a co-executive producer. Davis initiated conversations with MTV in 2011 about reviving Michael J. Fox's '80s comedy Teen Wolf. He claims he was drawn to the idea since he like horror films.
