The FAA controls and monitors aviation safety while also operating the world's biggest and most sophisticated air traffic management system. During Garvey's tenure, the FAA successfully negotiated the year 200 transition, implemented a risk management strategy throughout the whole aviation industry to improve aviation safety, and made substantial efforts to increase the air traffic control system's capacity and capabilities. Garvey served as Acting Administrator of the Federal Highway Administration prior to becoming FAA Administrator (FHWA). She was the FHWA's Deputy Administrator from April 1993 until February 1997. FHWA, a U.S. Department of Transportation department, has a $20 billion yearly budget and collaborates with states to ensure the safety and efficiency of the nation's roads and bridges. Garvey, a creative leader at FHWA, headed the agency's Innovative Financing Initiative, which resulted in more than $4 billion in transportation investment in more than 30 states, including projects that would not have been developed otherwise. Prior to joining FHWA, Garvey was the director of Logan International Airport, one of the busiest in the country. She served as Commissioner of the Massachusetts Department of Public Works from 1988 until 1991. Garvey was formerly an Associate Commissioner in the Department of Public Works, where she oversaw building operations and spearheaded environmental programs. Garvey attended Mount Saint Mary College and Mount Holyoke College. She has taken part in Harvard University's Fellowship Program for Public Leaders.
