General Carl Stiner Biography
Carl Wade Stiner, a retired United States Army four-star general, was born on September 7, 1936, and served as Commander in Chief, United States Special Operations Command (USCINCSOC) from 1990 to 1993. On September 7, 1936, Stiner was born in LaFollette, Tennessee. In 1958, he received a bachelor of science degree from Tennessee Polytechnic Institute and was commissioned into the Infantry. He began his military career as a member of the 9th Infantry Regiment in Fort Benning, Georgia, and then led a basic training company at Fort Jackson. In 1964-66, he served with the 3rd Special Forces Group at Fort Bragg, North Carolina, on his first special operations tour. He participated in the Vietnam War as an infantry battalion and brigade operations officer (S-3) with the 4th Infantry Division after graduating from the Army Command and General Staff College in 1967. He joined the 82nd Airborne Division in 1970 following a stint with Headquarters, Department of the Army in Washington, D.C., where he led the 2nd Battalion, 325th Airborne Infantry Regiment and served as the Division operations officer (G3). He led the 1st Infantry Training Brigade at Fort Benning, Georgia, after graduating from the Army War College in 1975 and serving in Saudi Arabia. In 1980, he was promoted to Brigadier General and served as the Chief of Staff of the Rapid Deployment Joint Task Force (RDJTF), which was then based at MacDill Air Force Base, and then as the Assistant Division Commander of the 82d Airborne Division. After serving as Assistant Deputy Director for Politico-Military Affairs on the Joint Staff in Washington, D.C., he was promoted to Major General and named Commanding General of the Joint Special Operations Command at Fort Bragg in 1984. He retained this position until January 1987, when he was promoted to Commanding General, 82nd Airborne Division. He was assigned Commanding General, XVIII Airborne Corps, and Fort Bragg in October 1988. He was named Leader, Joint Task Force South, as Commanding General, XVIII Airborne Corps, and served as the operational commander of the troops engaged in Operation Just Cause in Panama in December 1989. He was promoted to General in May 1990 and became the second Commander in Chief of the United States Special Operations Command, based at MacDill Air Force Base in Florida. He retired in May 1993 as Commander in Chief, where he was responsible for the preparedness of all Army, Navy, and Air Force special operations troops, including active duty and reserve. Stiner led the Army's premier contingency strike forces, including the Joint Special Operations Command, the 82d Airborne Division, and the XVIII Airborne Corps, during the course of his 35-year career. Stiner has a lot of experience with special operations. The apprehension of the terrorists in the Achille Lauro hijacking, the Panama invasion, the capture of Panamanian dictator Manuel Noriega, and all special operations efforts during Operation Desert Storm was among his numerous missions. In 2004, Stiner was named to the Ranger Hall of Fame.
