Carl Wade Stiner, a retired United States Army four-star general, was born on September 7, 1936, and served as Commander in Chief, United States Special Operations Command (USCINCSOC) from 1990 to 1993. On September 7, 1936, Stiner was born in LaFollette, Tennessee.

In 1958, he received a bachelor of science degree from Tennessee Polytechnic Institute and was commissioned into the Infantry. He began his military career as a member of the 9th Infantry Regiment in Fort Benning, Georgia, and then led a basic training company at Fort Jackson.
