Professor of Economics And politics at the Department of Government and Politics at the University of Maryland, College Park. He is a previous Fellow of King's College, Cambridge, as well as a founding Fellow of Harvard's Institute of Politics, a Fellow of the Institute for Policy Studies, and a Brookings Institution Guest Scholar.
