Fran Pavley Biography

Senator Fran Pavley grew raised in Sherman Oaks and is a native Angeleno. She has spent her whole life in Los Angeles and Ventura Counties, serving as a mom, educator, community leader, mayor, councilmember, and state lawmaker. She lives in Agoura Hills with her husband Andy, a veteran and lifelong teacher, and their two children and four guide dogs. She earned a Master's Degree in Environmental Planning from CSU Northridge and taught middle school for 28 years before retiring in Moorpark. Senator Pavley has been involved in a variety of community activities. She was elected as the first mayor of Agoura Hills in 1982, where she spent four years as mayor and as a councilmember (1982-1997). She was elected to the State Assembly in 2000 and spent three terms there. Senator Pavley was elected to the California Senate in 2008, and she now serves about 931,000 people in the 23rd district, which covers portions of Los Angeles and Ventura Counties. Senator Pavley's legislative accomplishments in the Senate include laws toughening mortgage fraud penalties, prohibiting cadmium and lead in children's jewelry, and encouraging economic growth by generating new clean-energy employment. She also assisted the City of Malibu in the acquisition and development of Legacy Park and Bluffs Park. • Senator Pavley has worked with the Santa Monica Mountains Conservancy for nearly 30 years to acquire and protect open space, develop trails, and gain public access to lands throughout Los Angeles and Ventura Counties. She has campaigned for numerous local transportation initiatives, including the Orange Line busway, financing for traffic signals in the San Fernando Valley, chairing the Pacific Coast Highway Task Force, and collaborating with the CHP to coordinate money to prevent DUIs on Highway 101. Senator Pavley established the Valley Advisory Council, which is comprised of San Fernando Valley business and community leaders and meets on a regular basis to discuss issues affecting the Valley. • She is actively organizing community support to keep Los Encinos State Park open, as the state budget has called for the closure of many parks throughout California. Senator Pavley is spearheading state attempts to gain funds for the revitalization of the Los Angeles River as it flows through the San Fernando Valley. Senator Pavley previously spent three years in the State Assembly, where she authored a number of changes for the benefit of Californians. Establishing a property tax deferral program for elderly and the disabled, safeguarding customers from identity theft on credit applications, protecting children in licensed child care facilities, and guaranteeing the prosecution of child sexual abuse cases are some examples. Senator Pavley is well-known as an excellent lawmaker and the architect of numerous historic legislation, including AB 1493 (California's Clean Car Law) and AB 32 (California's Clean Energy Law), which have served as examples for other states and countries. In 2010, the President enacted national clean automobile standards patterned by Assembly Bill 1493, commonly known as the "Pavley Law." The President personally praised Senator Pavley for her efforts during a special event in the White House Rose Garden. Today, as a result of Senator Pavley's efforts, both the United States and Canada have passed regulations that have resulted in the production of cleaner automobiles, improved gas economy, a rebirth of the American automobile industry, and a reduction in reliance on foreign oil. The Sustainable Energy Law of California, AB 32, has created a market for renewable energy, clean technology, energy-efficient appliances and structures, and alternative fuels. Since the enactment of AB 32, California has received over $155 billion in investment in creating clean technology, which has resulted in the creation of thousands of new employment.
