Karen Parfitt Hughes (born December 27, 1956) is a Texas-based Republican US official. She is presently the Under Secretary of State for Public Diplomacy and Public Affairs, with the rank of ambassador, in the United States Department of State.

She is the daughter of Harold Parfitt, the final US Governor of the Panama Canal Zone, who was born in 1956 in Paris, France. Hughes graduated from Southern Methodist University in 1977 with a bachelor's degree and was a member of the Alpha Delta Pi sorority. From 1977 through 1984, she worked as a television news reporter.
