On an exceptionally hot day last month, the director of the Los Angeles County Museum of Art, Michael Govan, was meeting with the new co-chairwoman of his board of trustees about another sticky problem — of the public relations type. After years of campaigning spearheaded by Mr.
Govan and Nevada Senator Harry Reid, President Obama had just proclaimed a swath of Nevada desert a national monument to preserve 700,000 acres from intrusions such as mining, including the artist Michael Heizer's massive earthwork "City." Republican legislators, however, attacked the designation, and Mr. Govan stated that the artist was angry about the negative publicity.
