Edward D. Kleinbard Biography

Professor of Law at the University of Southern California's Gould School of Law, Edward D. Kleinbard Professor Kleinbard's research focuses on capital income taxation, international tax problems, and the tax political economy. Professor Kleinbard served as Chief of Staff of the nonpartisan Joint Committee on Taxation of the United States Congress before joining USC Law. Kleinbard was a partner at Cleary Gottlieb Steen & Hamilton LLP's New York office prior to his appointment to the Joint Committee. Professor Kleinbard graduated from Yale Law School with a J.D. and Brown University with an M.A. in History and a B.A. in Medieval and Renaissance Studies. Professor Kleinbard gave the annual Laurence Neal Woodworth Memorial Lecture in Federal Tax Law and Policy in 2009 (titled “How Tax Expenditures Distort Our Budget and Political Processes” and published in Tax Notes on May 18, 2009). Stateless Income (Florida Tax Review), The Lessons of Stateless Income (Tax Law Review), The Better Base Case (Tax Notes), Herman Cain's 9-9-9 Plan (Tax Notes), and Tax Expenditure Framework Legislation are among his latest publications (National Tax Journal). Professor Kleinbard has testified before Congress on tax policy issues and has written opinion pieces for publications such as the New York Times, Huffington Post, CNN.com, and others.
