Ed Osann Biography

Ed Osann works for the NRDC's Water Program as a Senior Policy Analyst. Ed heads a group of seven experts that are trying to develop policies and technology that will increase water efficiency. He previously worked for the Bureau of Reclamation as Director of Policy and External Affairs from 1993 to 1996 and has considerable expertise in state-level energy and water policy development in California, Maryland, and Washington, DC. Potomac Resources, a consulting firm focusing on state and federal energy and water issues, was founded by him in 1996. He was a member of the Steering Committee for Water-Efficient Products, a group of manufacturers, utilities, and environmental groups that helped develop the WaterSense voluntary labeling scheme. Ed was formerly the head of the National Wildlife Federation's Water Resources Program, where he helped to reformulate a number of significant water resource projects and implement policies for urban and agricultural water conservation, including national efficiency requirements for plumbing goods. He graduated from George Washington University with a master's degree in urban and regional planning and a bachelor's degree in international relations. The California Urban Water Conservation Council awarded Ed the Mike Moynihan Excellence Award for statewide innovation in water conservation in 2010, and he co-chairs the Council's Utility Operations Committee.
