Holtz-Eakin was born and reared in the Pittsburgh suburbs, where his father, a Navy veteran, worked as a steel mill manager. Denison University awarded him a B.A. in economics and mathematics in 1980, and Princeton University awarded him a Ph.D. in economics in 1985. He began his career as an academic at Princeton University and Columbia University.
Holtz-Eakin was a Senior Staff Economist on President George H.W. Bush's Council of Economic Advisers from August 1989 until July 1990. He also worked at the National Bureau of Economic Research as a Faculty Research Fellow and Research Associate from 1986 to 2001.
