After a career in firefighting and emergency response at all levels, David Paulison took over the Federal Emergency Management Agency (FEMA) in the aftermath of Hurricane Katrina. As FEMA Director, he restructured the agency, transforming it into an agile and proactive emergency response organization capable of anticipating and mitigating natural disasters and other threats.
Paulison rebuilt FEMA based on the combined knowledge and skills of emergency responders and managers with real-world experience, drawing on his background as a paramedic, a fireman, a fire chief in Miami-Dade County, and the chairman of the International Association of Fire Chiefs.
